1,680 homes,
two growing cities,
one design

Two sponsor-held sites in cities with documented housing need. The same building on each, built the same way, delivering 1,680 homes under the government's 4PH programme at about 20.6% on cost at an all-in building delivery cost of ₱30,000/sqm — and every peso you save is yours to keep.

The proposition

The need is documented. Iligan City carries a housing backlog above 26,000 units. Cagayan de Oro has roughly 50,000 informal settler families, of whom some 30,000 have already applied. Documented housing need materially exceeds the proposed unit count, and Pag-IBIG finances the buyer at a subsidised rate.1

Two sites, one building. The parcels sit 30 kilometres apart at almost the same gradient — 18.8% at Iligan, 17.8% at Cagayan de Oro — so both take the identical scheme: six-storey blocks on platforms cut to follow the contour, 27 sqm two-bedroom units. One design, one tender, fourteen buildings, two provinces. The second site costs you nothing in design and inherits the first site's supply chain and crew.

1,680 units at ₱3.02B. The terms are deliberately simple: Wolf Equity contributes both sites and carries entitlement; the partner funds and builds everything else and takes 92% of the units. No land to buy, no residual split, no profit-share audit.

And the upside is entirely yours. The sponsor's share is a fixed number of units. It does not move with your cost. Build at ₱30,000 per square metre rather than ₱34,000 and you keep the whole difference — ₱254M more across the two sites — while the sponsor's position stays exactly where it was.

Both plans are drawn from the parcels' own survey files. Contours at 2 m are interpolated from elevation data across the titled area; the numbered platforms are the finished levels each building sits on. Boundary bearings and distances are computed from registered coordinates. These are the sites as they are.

2 Indicative platform arrangement based on public elevation data; cut, fill, retaining and finished levels are subject to topographic and geotechnical survey.

Six storeys is the reference scheme, not a constraint. Both sites sit above the five-floor threshold, so the ₱1.8M ceiling applies at any height above that. Final massing, building count and storey height are for the partner's engineer to optimise — the sponsor's share does not change.

What the programme leaves you

Selling price is fixed at the programme ceiling of ₱1,800,000 for a 27 sqm unit above five floors. Three costs are structural. What remains is yours for construction, soft cost, contingency and margin — and we are not going to tell you what your own build costs.

Reading the tables. Margin per unit is stated after the sponsor's 8% allocation, so effective revenue is ₱1,656,000 per constructed unit. Totals are that margin across all constructed units — 960 at Sta. Elena, 720 at Indahag — not across the partner's allocated units, which would deduct the sponsor's share twice. Construction is stated all-in for building delivery.

Infrastructure covers site earthworks, spine roads, drainage, sewage treatment, detention and reticulation, scaled to each site. Allocation and administration is set at 2% rather than a marketing budget — units are allocated from an LGU beneficiary list and financed through Pag-IBIG, so there is no open-market selling cost. Financing at 6% assumes commercial terms; a Pag-IBIG developmental loan would improve it.

Where the projects actually stand

These are not shovel-ready sites and we are not going to describe them as such. The land is secured and the schemes are designed. Entitlement has not begun, and several steps require an accredited developer to be in place before they can be filed at all.

Pag-IBIG's developmental loan checklist is the practical gate. It requires project accreditation, a development permit, LGU agreements, a housing-needs certification, signed plans and a detailed cash-flow projection. Several of those cannot be produced by a landowner alone — they need the developer named. That is part of why we are approaching partners now rather than after entitlement.

What the sponsor commits to carry. Topographic and geotechnical survey, land use clearance, DHSUD endorsement, and the LGU relationships in both cities. Neither parcel carries a CLOA or an agrarian reform beneficiary, and neither requires assembly.

Sta. Elena may not need conversion at all. Section 10 of RA 6657 exempts land at 18% slope and over from CARP coverage; the site models at 18.8%. If the survey certifies above the threshold, an application under DAR AO 13 s. 1990 yields a Certificate of Exemption and no conversion order is required. Indahag at 17.8% proceeds by conversion, which for socialized housing takes the expedited DAR Mass Housing Desk route and is exempt from the DA reclassification moratorium under Department Circular 11 s. 2026.

Why these sites exist at this price

Vertical development on stepped platforms is what makes this ground viable, and 4PH is what makes vertical viable. The sponsor acquired both sites well before the programme existed. That is why the land can be contributed for 8% rather than sold at market.

A tenth of the earthworks. Eight platforms following the contour move about 2,895 m³ at Iligan, against roughly 31,000 m³ to level the site — with a maximum cut of 0.67 m on any platform.
Water runs downhill for free. The fall to a single low point lets stormwater, wastewater and harvested rainwater run as one gravity system — no pumping, no lift stations, no energy in the operating budget.

Both indicative, and subject to topographic and geotechnical survey.

1 Documented housing need materially exceeds the proposed unit count. Conversion of that need into a qualified beneficiary and Pag-IBIG takeout pipeline remains part of the entitlement programme.

What we are looking for

  1. PCAB Quadruple A or equivalent, with mid-rise residential experience.
  2. 4PH accreditation, or a live relationship with DHSUD, Pag-IBIG or SHFC.
  3. Working capital for a phased programme — buildings are delivered in pairs, each taking out before the next begins, so no single-tranche facility is required.
  4. A completion guarantee and performance bond. Title remains with the sponsor until agreed unit transfers.

Basis of these figures. Terrain is modelled from public elevation data at both sites and will be superseded by survey. Infrastructure costs are the sponsor's planning estimates. Construction cost is deliberately left open — the tables show your return across a range, and your own number governs. Gross development value is unit count at the programme ceiling under JMC 2025-001, which caps a 27 sqm unit above five floors at ₱1.8M and is reviewed at least every two years. Nothing here is an offer; terms are indicative and subject to contract.
